These files are intended to facilitate offline analyses of Gaia data for which the full content of one or more tables in the Gaia Archive is needed. The files do not constitute a reference for Gaia DR3. The only authoritative reference for the Gaia DR3 data and metadata is the Gaia Archive:

The files in this repository can only be considered to represent a data dump. Nonetheless, every effort has been made to ensure that the contents are identical (at the numerical precision level) to those in the Archive database. All tables are provided as enhanced csv files. The metadata are included "as is", in case they are helpful, but there is no guarantee that they will conform to any standard in terms of unit specification or that they are identical to the authoritative metadata in the Gaia Archive. For instance, one possible source of divergence between the "as is" metadata in this bulk download repository and the authoritative Archive metadata and documentation is the correction of typos in the latter.
